"Cutoff" is just that, where the board cuts those levels off. I put my cutoffs to 100%, and adjust my Drive on a black screen until I can JUST see the color through the dot mask. Then I drop the cutoff until it JUST disappears. Start with Blue as it will be your contrast gauge and doing it last will make it harder to nail down white showing right.
